Environmental agency improves management of electronic and paper records
A comprehensive records management transformation project for a regulator based in the Republic of Ireland (RoI) has been successfully completed by Metataxis, delivering strengthened governance, improved compliance, and a future-ready digital records framework.
The project, which commenced in June 2025 and concluded at the end of January 2026, was initiated in response to findings from an Internal Audit conducted by this the national environmental regulator, focused on modernising its records management practices.
Our engagement focused on identifying key risks and priorities before going onto implementing practical, sustainable and consistent processes to address them. A core complexity of the project was the need to manage both paper and digital records. While the organisation now operates primarily in a digital environment, it retains a significant volume of legacy records inherited from predecessor organisations. Additionally, the client’s regional operating model—spanning multiple sites across Ireland—presented unique challenges, including varied and often creative approaches to physical records storage.
The review identified that the organisation did not have a dedicated records management function, resulting in outdated policies and processes. In response, a full refresh of records management policies was undertaken to align with modern, digital-first ways of working.
Significant enhancements were also made to the organisation’s records retention schedule. This included improved validation with business stakeholders to ensure accurate classification of records and alignment with legal, regulatory, and stakeholder obligations.
To support long-term success, a clear and actionable roadmap was developed, outlining the organisation’s transition to robust digital records governance using Microsoft 365 tools such as SharePoint and OneDrive. The roadmap provides a scalable framework for continuous improvement and maturity over time.
As a result of the project, the organisation now benefits from a fit-for-purpose records management framework, with strengthened governance and operational practices. The client is also able to provide assurance to its Board and Internal Audit Committee that identified risks and priorities have been effectively addressed. Beyond the technical achievements, the project was marked by strong collaboration and engagement across the organisation, with a shared commitment to improving records management practices.
